How Dallas wants handbills delivered to homes
Dallas code says a handbill at an inhabited home should be handed to someone there, or, if the home is not posted and nobody asked you not to, left in a way that keeps it from blowing around the yard, sidewalk or street. A door hanger on the handle is built for exactly that. Mailboxes stay off limits where federal postal law prohibits it.

The NO SOLICITORS OR HANDBILLS sign
Residents can post a weatherproof sign reading NO SOLICITORS OR HANDBILLS, or a similar notice, in a conspicuous place near the front or main entrance. When the sign is there, a home solicitor must leave without leaving any commercial printed matter, unless the visit was requested or the owner or occupant expressly agreed. Teach your route team to check every entrance first.

Sidewalks and streets work differently
A separate section bars throwing handbills on sidewalks, streets and other public places, and bars handing out commercial handbills there. Noncommercial handbills may be handed to people who want them. For a business, that makes your own counter, private events and the front door of a home the better places for a flyer.

Yard signs belong in yards
Since September 1, 2025, Texas law sets civil penalties of up to $1,000, $2,500 and $5,000 for repeat unauthorized signs on the right of way of a public road, and it can reach the business whose ad is on the sign. Keep every yard sign on private property with the owner's permission.
