Door to door handbills need a license

The Philadelphia Code says nobody may distribute commercial handbills on a sidewalk or other public place, or door to door, without a Commercial Handbill Distributor's License from the Department of Licenses and Inspections. The code describes it as granted on registration of a name, daytime phone and business address with a fee, listed as $50, and valid for twelve months. If you hire a distribution business that holds the license, its walkers do not need their own.

How a handbill may be left

On private property, the code says to hand the handbill to the occupant, or leave it so the elements cannot scatter it. Skip properties posted against handbills where the notice is visible from the sidewalk, and properties whose owner has told Licenses and Inspections they do not want them. Nothing goes on a windshield, and the code bars handbills on vehicles generally. The code also says Licenses and Inspections will not enforce the private property part until it issues interpretive regulations; we could not confirm whether it has.

Handing out on the street

Handing a handbill to a person who wants it is allowed in a public place. Distributors working public places must clear discarded handbills within one hundred feet of where they handed out at the end of each day. Violations of the handbill sections carry a $300 fine under the code.

Winter routes and the six hour rule

After a snowfall, owners and tenants must clear a path at least 36 inches wide on the sidewalk within 6 hours of the snow stopping. It is a reminder that winter door to door work in Philadelphia needs flexible dates. Choose plastic door hangers for wet weeks, and keep paper flyers for handing out indoors.

Flower Show season

The Philadelphia Flower Show is scheduled for March 13 to 21, 2027 at the Pennsylvania Convention Center. Florists, garden centers and nearby restaurants planning a tie in should order flyers, menus and window decals in February.
